Is it possible to steal from the Garoo Elites?

Stealing is always disabled during wars.

Not always, in ToW you were able to steal from some opponents. (Stones and Trees at least)

I think that was an oversight by TNT and once they put in good weapons (the later opponents had better weapons) they disabled it.

steeling the scortchstone was really the only way for low level people to max out against those waves of the ToW

There's never been any clear point for disabling stealing as it's a fun part of battling, but TNT keeps on doing it for some reason.

I think the reason is because with T-Ring you could get infinite wins, in theory.

and it lets them not have to put in a useless item on the opponent to be stolen. I don't know if they have the same 8 item limit WE do, but...
