Define "cheap." Snowglobe Staff or Black Frost Cannon (or Ancient Lupe Wand/Terror Stone, but I'm assuming you weren't including fragile freezers).
The Staff has roughly the same percent chance as the Cannon and is the cheapest freezer that's worth using. The Cannon is the best freezer short of a guaranteed freezer (and the Black model is significantly stronger than the Rainbow model). Then Snowglobe Staff hands down. The only competition is Green Frost Cannon, which is garbage. (Useable garbage, but far less reliable than the Staff.)

The blanking ray is down to roughly 25k right now. It's a one shot, 100% freezer. Expensive in the long run, but right now the cheapest guarenteed freeze out there. I can only assume this is being found in the new meteor thingy, which if so means it ought to fall to this kind of price or cheaper outside of a war/plot.
