Meerca Tail whip

Hi all ... new guy here... I noticed there's no info on the Meerca Tail Whip.  I'm on neopets right now if someone wants to help me try it out.  Let me know what to do...I'm not much of a bdomer

trying to fight bob with the Meerca Tail Whip right now...it's bugged!  My pet EspeedE is a meerca, yet I get the following message "Sorry this Tail Whip only works for Meerca!"  Have tried every kind of attack and all the same result.  Oh well.
