Their difficulty (start + number of times you beat it) = their STR/DEF/MOV/Level.
For example:
Chia Clown: 10+89
STR is 99, or 85 STR Boost
DEF is 99, or 85 DEF Boost
MOV is 99
Level is 99.
For example:
Chia Clown: 10+89
STR is 99, or 85 STR Boost
DEF is 99, or 85 DEF Boost
MOV is 99
Level is 99.

Example: Meerca Hencemen, who start with 175 HP, start with the 200 Strength/Defense Boost.
However, opponents tend to have the Strength/Defense Boost that their HP rounds down to.

From experience, the strength and defense boost of an opponent is like shatterred rift said: their HP rounded down to the nearest boost.
So a 126 hp opponent would theoretically have 125 str/def. There are some outliers like meerca, but it does NOT depend on wins, but the hp gained. So if your opponent goes from 120hp to 130 hp, then he also gained a str/def boost.

I just use PPots against them until they do not block them at all and then calculate back to their strength since then you don't need to worry about any fractional icons on their unique items.
Not true either. Opponents have a HP gained per win and a STR gained per win. In a few cases it is similar, but a lot of opponents have much more HP than STR, especially the lower difficulty challengers. If I remember correctly (which I am probably not) the Flaming meerca didn't hit the 700 boost until I had it up to around 900+HP. The STR boost does increase linearly similar to the HP. I found a couple of the STR per wins, but noone else really seemed interested in doing the research since it is difficult to find the initial strength of the opponent accurately since it can be a range and the only way to determine the initial STR is to map out at what wins the STR boost is gained from the first win up until you get around the 400 boost to try and fit an equation to the data. And then after all of that work, they are going to be reaching the 700 boost soon anyways and it won't even really matter.
