Sword of Skardsen retires then the price will go up, but no one would pay more than about 15,800,000 NP (at that point they could just go and get a
Pirate Captains Cutlass.
Now if they both retire and TNT doesn't make something comparable...

Any weapon could be retired.
When GFD was added to the tower, nothing was retired.

Sos is better for 1 player (Less icon types), and it does get a lot past burrow. However, there's so many in the economy that retiring probably won't do a lot to the price.
And like chicken said, retiring seems to be semi-random. It doesn't really matter how old the weapon is. So GFD or PCC are much better 'investments' because there are much less of them.

There is no item that is ever guaranteed to retire, nor more likely to retire than any other. For example, even though for many years "Usukicon Gift Bags" have retired, this year, Y9, they did not. It's the same concept with all other items. Any guess is a good guess, because like I said, we do not know what will retire and what won't.
If Sword of Skardsen retired it would obviously inflate, as a result of being one of the only high dark-icon constants. Sure, PCC will keep it from inflating too ridiculously, as would the fact that the market is flooded with them, but they would definately inflate.
Investing and predicting items that will retire is all about gut feeling and luck. If you think it will, then give it a shot and see what happens. You might get lucky

As I recall, every HT retirement has also accompanied the release of new HT items. (Someone correct me if I'm wrong on that). However, a year(?) ago when we saw Glittery Faerie Dust added to the Tower, nothing retired.
All in all, I'd say there's a very low chance of SoS retiring (first due to the fact that nothing's retired in so long, and secondly due to the random nature that always seemed to occur with HT retirements).
Unless Ghostkershield is retired alongside SoS (or before it, in which case we're talking two plus years until SoS would retire), PCC will create a general cap at 16 million. One Player battlers tend to focus on cost, and will thus choose PCC if it's cheaper, and SoS hasn't been viable in Two Player in years.
I completely agree that PCC will cap SOS to a certain extent, however we cannot forget inflation rates on Neopets are not always very rational. No one would have ever expected for Ring of the Lost to greatly surpass Ghostkershield in price due to it's large quantities and debatable less-usefulness, and yet it has. If SOS were to retire I see it surpassing PCC in price only because of people who would choose it over a PCC in terms of investing and I also blame it on the stubbornness of sellers.
Also, not EVERY retirement has been accompanied by new items being added, however that can be said about most retirements, like you have mentioned. In the last few years however, that is not really applicable.
