I wanted to go ahead and post this prematurely to make sure I don't overlook anything. I'm trying to map out his weapon choices. Mr. Chuckles has generously offered to not use stances or abilities, making this much easier.

Alright here his Mr. Chuckle's weapon set.
Ultra Bubble Gun
Super Custard Pie
Sparkshooter
Shield Of Reflection
Red Frost Cannon

I'm keeping 4 sets of data: 1)All weapons available, 2)after he's used his DPP, 3)after he gets a Freeze from the Cannon, and then 4)after the DPP and cannon have been spent.

Considerations/Things I need to watch for:
Does Cannon/Sparkshooter attack mean the same thing as a Sparkshooter/Cannon attack?

Make sure he doesn't start using abilities.

Could he be using an unseen stance?

I didn't see the movesets of Red Frost Cannon/Giant Clown Shoes and Shield Of Reflection/Downsize Power Plus until 28 wins or so (just past 35 difficulty). Can opponents be programmed to use different move sets depening on their boosts?

I saw (or I might be imagining) that they add moves to their previous moveset when they reach a new boost.

But it can be that some moves are more probable than others and when you get a larger battle you can see them... still I think its the former reason.
Are you sure he's not using abilities? Did you cover all icon types to make sure he isn't using one of those obscure defense abilities? (I've only ran into one case before where no ability was being used.)

His moveset shouldn't change after he uses DPP! or freezes with the Cannon. It should simply exclude those two from whatever he's using (normally it's possible to "guess" which move he intended to use based on the other weapon and stance used).

If he uses them in both separate orders, they are two separate attacks (interestingly enough: I've never seen that before).

I'm assuming you were killing him in a single move for those first 28 wins? While it could be programmed, I'm going to dismiss it as possible within the margin of error. I've ran into the same thing when learning various movesets.
You should also be checking about his shield of reflection, since it's fragile.
