Never trust the Pokedex description. EVER. Pokedex takes creative liberties when it comes to what it says. If it can be learned outside level up and breeding, Mew can learn it. Otherwise, it can only learn a handful more moves, though, like mentioned, Transform is one of them.

The learnable moves list of Mew is often misread. It can't learn all moves, it can learn all TMs and HMs. Just thought I'd clarify.
