Also ,executions wont serve much purpose until late game, when the majority of us already belong to a trainer. Until then it's mainly just a random thing.

Never trust the Pokedex description. EVER. Pokedex takes creative liberties when it comes to what it says. If it can be learned outside level up and breeding, Mew can learn it. Otherwise, it can only learn a handful more moves, though, like mentioned, Transform is one of them.
