My brother wants to be on the IDB forums but I dont want him to use mine in case he acts like an idiot and gives me a neg rep. So I was wondering if this was allowed? Or is it one account per a computer?

As long as it's actually someone else, and given you're on good standing (e.g. not the "sibling" of someone who got banned), it's fine.
