Does it mean if it breaks, it would be ok again the next battle?

Semi Fragile means that a weapon can become unavailable for the remainder of a battler, but will still be equipped after the battle and become available again for the next battle.

The classic examples are the Frost Cannons which can attack multiple times, but "freeze their insides" once they freeze an opponent, and cannot be used again to attack that opponent until the next fight. Pirate Captains Hat is another popular semi-fragile weapon.

You could think of "Semi-Fragile" as "Breaks for battle (but not for good)"

Yup. It can break for battle, but not break forever.
