I am just looking for some general advice. I am not looking for a quick fix for the war, so I am willing to wait as I also do not frequently play Neopets. I am an on and off player.

Here are some steps to take:
1. Buy Ramtors Spellbook
2. Buy Scuzzy's Comb
3. Morph your pet into a lenny
4. Buy Entangling Lenny Lasso
5. Get Greater Healing Scroll
6. Take away one of the Scarab Rings
Other steps:
1. Morph pet into gelert, elephante, or kacheek
2. Buy 50% healer, or for kacheek Kacheek Life Potion
3. Buy Ramtors Spellbook
4. Buy Scuzzy's Comb
What steps you take depend on if you care more about healing or freezing
You lab, so unfortunately we can't morph you. There is one feasible option in terms of healer though, (keeping your budget in mind) and that is to buy a kacheek flour, equip it in your first slot and get a friend to steal it in 2-p and use it on you, or just search around in the b-dome boards for somebody who is willing to since you don't play often. If you can stay a kacheek,
Kacheek Life Potion is awesome for you- your HP is your main asset, and a percentage based healer will benefit you the most.
Secondly, your set is full of dual duties which isn't a good idea considering your defence stat. Some decent weapons in your budget include
Golden Compass, (ice, or)
Stone Club, the usefully tactical
Essence of Esophagor, the NQ2 evil weapons,
Sword of Apocalypse and the tcg
Blasters. For 1-p get two of the cheapest for each icon catagory, for example 2x Sword of Apocalypse, but for 2-p you want two main ones and a useful switch out weapon like Essence of Esophagor (yes, i'm a fan!); for example Golden Compass, Sword of Apocalypse and Essence of Esophagor.
I'd lean towards getting a 100% freezer, like
Magical Marbles of Mystery or
Freezing Potion and buying two cheap constants, as being one who plays an and off, you'd want the most enjoyable and least time-consuming option. That's not to say the healer isn't a good option- with your disproportioned HP, the healer could probably give you more benefit than the freezer.
