Nah, it's just when they took the multiple-use weapons for computers off, those appeared.
It's just some old thing from million yars ago. It was told in the forums before and thats how i know about that.

I do dream of the day that dedicated battledomers can use a favorite weapon until it levels up for you. That keeping a weapon equipped has a purpose. That a complete nut can get a sparkshooter to level (infinity) and make it useful.

Bahah, yes it would be fun, but if all weapons had infinite possibilities expensive weapons would lose value. Maybe a max skill level?

price loss might happen, but if it was a sliding scale, possibly as far as doubling for each next level, or a a steadily increasing interval between levels, so that it takes time and dedication to make the sparkshooter of the gods useful, and at the same time the peas are growing just as fast, with just as much size potential...
well I see a temporary lack of people buying updates, prices dropping briefly, and then people discovering that while they can get an improvement with time, it's not as much improvement as a better weapon will give them at a lower level...
the other hand is maybe people won't spend 20 million to get one more icon when they get to 13 and 14 and look forward. Money spent in training instead.
