I have been wanting to get one for years now. I finally decided to look into it now, but it appears to be expensive. (Around 700K)
First: Do you think its price will ever deflate?
Second: Do you think now is a better time rather than later?
Third: Is it better to just train with dubloons for a really long time? (5 Dubloon coins cost about 6.5K right now.)

You should definitely train, it is the best option and most effective. With TNT's pathetic efforts at deflating the lab map, you can always buy the pieces that are cheap now and wait for them to Tarla the more expensive pieces to drop their value (which in turn causes the cheap prices to become more expensive, but you'll already have them) and buy them afterwards. By that time you'll have high enough stats that you can lab and train at the same time, which is generally the most effective way to train if you don't care about what species your pet is.
Your pet looks like a lab pet already o_O which is definitley a bad thing since you don't even have the lab ray. Stop training hp, like forte said, buy up the cheap lab map pieces (and try sniping the expensive ones), train up your str and def to around 80, then buy up the last lab pieces.
IMO, the earlier you get the lab ray the better. I feel the UB lab map pieces are overinflated but they won't come down in price unless they are tarla'ed. But if you get the lab ray in a year when the prices have gone down (unlikely, but possible) then you wasted a year of labbing. So the sooner the better.
Another option...
I'm collecting the lab ray pieces that i get with random events. So far I have 5. I could tried to trade the repeated ones but I prefered to sell them (I need a freezer!). I have to say that this takes time... I've been doing it like 2 years now (on average I spent less than an hour daily).

Update: GGGAAAAAAHHHHHHH!!!!!! I came super close to sniping one of the most expensive pieces from a n00b's shop for 99K... I stopped to think because it didn't seem true! *Bangs Head Against Desk*
Update 2: On the bright side I got one of the pieces for 8.5K cheaper than all the others on the shop wizard.
