No, its not a fee. Only if you find a prize in Bonus, you have to give a certain amount to the people who fought the boss so that their potion costs are covered. But if you dont find anything, then you dont have to pay anything.

An equal percentage gets taken from each drop, and the percentage is calculated to be just enough to pay the potion cost. Under this system, boss fighters (who use about 100k-300k in potions to fight the boss) and non-boss-fighters make an equal profit if they find the same item.
