Hi friends... i've 16M availables and i want to upgrade or sell and buy weapons, but i need an advice in order to take a good decision...

I'm assuming you're looking for Two Player advice moreso than One Player.
There are two things to point: one, you'll either want a better healer now or (if you continue training) in the near future. Two, you need more constants (right now all you have is PCC). In the way of constants, there's the choices of another PCC,
Glittery Faerie Dust,
Wand of Reality (which stacks nicely with PCC, but is properly affordable), and the SoS you mentioned.
If you're just looking from a One Player standpoint, the SoS becomes a much better option (it's too frequently blocked in Two Player by G-Shield and
Ring of the Lost).

First off, I'd get a scroll potion and take int donations for a week or two. Then I'd get a
Crisp Blue Tunic for a healer.
After that, i'd ditch the Honey Potion and the Downsize! and get a Wand of Reality (or Maybe a Hobans Hat) and a Pirate Captains Hat.
H-Pot does less damage than your main constant, so it's only there as a tactical surprise, you're probably better off with another constant.
D! is alright, but since you have defense, you're better off using PCH (which also blocks half of G-Bomb) and offers an option against heavy light and some defense against P-Kiln (while also faring well against FSS)
WoR stacks with PCC to overrun most shields and get 10 through burrow, 13+ through sink. If you prefer defensive battling, Alternately, Hobans Hat could be used offensively to stack somewhat fewer icons or defensively to plug the water hole in G-Shield (Useful against UBG, and a few of the TCG blasters)
Then I'd consider morphing into something with decent species attacks and/or resistances - pteri is a popular choice here, but not the only one.
And finally, I'd put something in your 8th slot. Portable Kiln is the most obvious choice due to its anti G-shield use, but you could go with a cheap reflector or a
thick smoke bomb instead.

That depends on whether you're seeing more Clawed Shields/Flame Reflectozaps or more Pteris. Given your current set, the Wand would be better for the sake of stacking, but you're still in need of more constants, which the Kiln would make a solid third. I'm not entirely certain on a fourth given your budget (I'm debating how well a Bow of Destiny would stack, since it does have that light Fire and Air that could stack with either the Kiln or the PCC, to a limited degree).
