That doesn't mean he can't use those two 9-iconers. I didn't suggest selling off his Mask of Coltzan & Dusty Magic Broom either. What I suggested are supplements to his set. Seeing that he HARDLY has the budget to work with, I suggested the cheapest most powerful 9-iconers I can think of that are great for 2-player battles.
Also, there is no point using expensive dual duties during a Burrow and Sink scenario which is already a defensive move on their own. In those times, a purely offensive move is the best.

Anyway, at it's current price I do not think that Sophies Magic Hat is worth it at all. A Scarab Ring + Golden Compass combo serves almost the same kind of defence WITH a good strong 15-icons of attack. Granted you are compromising a bit of earth defence, BUT with any shields you are also dwindling your attack capabilities to just 1 weapon.
For Sophies Magic Hat to be AS effective as Scarab Ring + Golden Compass combo, you need to pair it with at least a 13 iconer. That combo would cost more than 4 million. How much does the Scarab Ring + Golden Compass combo cost? Around 200k only. Therefore, the Scarab Ring + Golden Compass combo proves to be more cost effective.
