When training your Neopet what is the route you should go about? My neopet is only currently level 9 but I want to train him the right way. Which stat is most important to get and which ones should I level and in what order?

Strength and HP, but depending on your strategy defence is pretty important. Movement isn't very important, it only allows you to use some items that require a certain minimum movement. I would start off in the krawk island academy if you want cost effective, otherwise the mystery island training school for quick stats

Go with Krawk island for cost effectiveness. Then follow the course structure. Train until lvl 9, then bring hp to 18, str to 18 and defense to 18. Then lvl up to 10, 20/20/20. Then you have to make the jump to 2 dubloon coins. so train to lvl 15 and keep hp/str/def at 30/30/30. It's quite simple. hp, str and def always twice that of your level. And try to max out on each bracket as much as possible.
As for agility, it's not very useful, and is kind of like a either you have 200 agil or not.
Also depending on your budget you may consider getting the lab ray, which would bring a whole new format of training into the game.

I'm at 10 and whenever I attempt to level up something it says a stat can't go above my maximum level. My strength is only 19 and my defence is only 8.

When you train STR again, you will have 20 STR. At that point, you will have met your maximum (You can have twice as many points in STR and DEF as LVL and three times as much HP as LVL).

then your HP must be over 20

And once you get to a higher level do Kitchen Quests. Or a lower level for that matter if you're making plenty of np.

You should always try to do k-quests. The average np/item reward seems to be about 1800 NP, so doing any that you can complete for less than that is a net profit as well as a chance of a stat gain.
As your training school costs get higher, the chance of gaining stats from K-quests becomes a more and more attractive alternative to gain stats, and the amount you should spend to complete quests rises accordingly, but really everybody should attempt to get the cheap K-quests.
