The unreliable Lab Ray can decrease HP. Other than that, no, I don't think so.

Actually, the lab ray cannot decrease HP. As of now, I don't think there are any item/event that can possibly decrease HP

I've never heard of the Lab Ray decreasing HP...in fact, it's the far opposite.
So far, there's no consistent method to decrease HP and I doubt they would allow such thing since HP is basically the most essential stat in the dome. Cost of training, leagues, etc...are deemed unimportant causes to do so.
I -remember- vaguely seeing a rare item that has the possibility of reducing HP...but that's more of a negative effect. It's pretty rare and expensive....however I may have it mixed up with strength instead, which is particularly more "common" to reduce.

Then iDB should update the Lab Ray section soon...It still says that there's a 1% chance of decreasing HP...well, 26.08 out of 2608 or so...

It may be you just need to have extraordinary bad luck to lose HP to the Lab Ray.

I think TNT deliberately made it impossible to decrease HP, as a means of keeping a bit of control over the Lab Ray. If you want to have a pet with somewhat balanced stats, at a certain point you'll have to gain the rest of the stats by training. Which becomes quite expensive if you already have a lot of HP (meaning you need a higher level before you can train anything else). They sort of force you to choose between cheap HP and strength stats vs. (costly) balanced stats.
Of course, you can also use both and end up somewhere in the middle of those two options, but that will be costly as well.

I never heard of the lab ray being able to decrease hp. All the guides I have ever seen have never been able to show statistics proving that the laboratory ray is able to decrease hp.
I was just wondering why do you want to know that? "...but is there anything I can buy to do this?" Why would you want to decrease your pets hp. Did you mean maximum hp? If you meant the current hp (numerator) of the neopet, I'm not really sure what you can use to decrease it. I don't really get your question. Sorry...!
