So I have already gone to some official brawl tournaments. I would like to main Luigi but I'm having a hard time, he is so fun to play but he is kind of bad. Marth hasn't changed much from melee so he is pretty comfortable to play with.

Just to let you guys know the top tiers that we (smashboards.com the official website for competitive smashing; melee and brawl) are coming up with is:

Metaknight
Toon Link
Rob

Bottom Tier:

Bowser
Captain Falcon
Donkey Kong

DK doesn't surprise me that much. Lemme guess, Yoshi's at the bottom of Low? Just out of curiosity, where are Wolf and Lucas looking to be placed? I'm guessing Wolf'll wind up somewhere around the High tier, and Lucas will be high-Middle.

Is a tier just like, how good a char is when it is used normal or something?

Tiers rank how well characters match up against other characters. However, tiers are applicable only if:

1) The match is being played under tournament conditions (1-on-1, items off, 4 stock match, etc.)
2) The stage played on gives no advantage to either player
3) Most importantly, each character is being played to its fullest potential.

Melee Tiers:

This means that, under balanced tournament conditions, and assuming all players play perfectly with their characters, Fox and Falco will be expected to be the winners of most tournaments.

That sounds kinda boring And I dont get how you can play "perfectly" in a fighting game
