I don't think it's upgraded. Most likely, just someone put their price at 1.3m, and others just followed. It'll go down eventually. Theres actually a 500k on at TP atm.

Well, the
Heavy Blue Tunic has always been very rare and expensive. Of course, not at 39m, but definitely above 10.
Actually, HBT was around 4.2M right after the maraquan war.
then in the following year, it inflated to above 10M and I think recently it's been around 12-16M?

Just because some people like to put insane price tags on their toys doesn't mean the price at which they're being sold has gone up.
I do regularly see HBT's going for 12-13.5m in auctions, however...
