It was part of the way it was set up. Posts earned 1.5 boing at one point, from what I remember (a way of giving more than one and less than two). (Goons and... was Pant Devil the other item?... might have had code that incorporated the decimal (by stealing a percentage rather than a number), but I haven't seen the code in so long I don't remember for sure).
