Celestial Hammer (to get 45 damage, 3s stun per cast), Innate Casting Haste (sooner or later you'll need it) or Group Shielding. (Protection of Infinity grants +30MD, +30MR)
You shouldn't put over 11 points in ANY skill as it'll be a waste when you realize some weapons do add +4 bonus to a skill . Sadly , you can't undo that .
6 points on mesmerization is ENOUGH . Don't add more .
I'd put 11 points on group shielding , and 2 on haste and 2 on defense . Always put the shield up in any battle . IMHO the hammer is not worth it because Velm will always be healing he and she .

Do note though, that on Normal, Velm does in fact often have dead turns that Celestial Hammer can be used on. 'Tis only in Insane that Velm will have his hands full with healing.

Once I do all that, what do I do with the extra skills I get when I level, where should I put those into?
Thank for teaching me the weapons gives +4 bonus stuff, I didn't know about that untill now.

Then you'll have to eventually put haste and defense up to 11 . After that , save for the battle after Terask (NOT the second one) because after this battle , weapons with bonus will have been given to you for the last time so you can add the skills accordingly and not wasting any skill points . Note that a skill at a level higher than 15 is the same as a skill at level 15 .
Yes, never max out on anything, unless you've gotten to the end and the weps you've got don't get you to 15. It might be a good idea, once you get to level 51 or so, to save up you're last few points and not spend them untill you know for sure what you're final weps against Terask will be.
Group Sheilding is really good, make sure you get it. Aside from that boost you're innates. I think Celestial Hammer should be you're 3rd priority. For me it was really fun to use when I played through in normal, but it wasn't really needed. I didn't use it on Evil or Insane.

Yup the hammer is fun

I got some points left near the end of my InSaNe game so I put 2 skill points in it
And mesmerzation is also very fun to use . I sometimes can keep mesmerizing and the monster can't hit back even I hit it hard

Is there any way to reset the skills? Becaues I messed up my skills on all my characters then...

Yes . Sadly , the only way is restarting the game . However you're already half way there and you're only on normal so it's really not that hard even if you wasted some SPs.

How come when i use mesmerize on my enemies they recover right after I hit them?

The way I do is :
1. Next turn : 3.3 sec or so
2. I mesmerize it
3. Next turn : 18 sec or so
4. I hit it for 140 damage or so
5. It recovers from mesmerization . Next turn :
4.5 sec or so . Sometimes you get somewhere over 0.0 sec and sometimes it attacks you instantly .
6. Repeat 2 - 5
If I got lucky , it couldn't even hit me
