Question, I have never done 2P before and I am about to be in a guild war, how is my current set, and if any what changes would you guys make if it were you.
You first suggested Leaf Shield but in your suggested set you had Patched Magic Hat.
It's ok to overload on icons in attack but not a good idea to overload defence on one icon. Patched Magic Hat and Amulet of Inevitable Betrayal will give you 6 icons of light defence, but no water defence, which is useful when you are facing weapons like Pike Pike and Essence of Esophagor.
Even though I won't say "BLEAURGH!" to the Black Frost Cannon, in your case, I would just set it aside for your upcoming guild war. It's more useful in 1-player scenario. IF your guild allows for freezing (which I highly doubt), Scroll of Freezing will be your only option with the kind of budget that you have. Otherwise, just train your pet to the max number of HP that you can possibly go.

Your set is fine for your budget and probably adequate for your stats.
Personally, I think that while risky the Black Frost Cannon is actually the strongest weapon in your setas it gives you a ~20% chance of landing an extra ~38.5 icon unblocked hit on your opponent, which is on average worth 7.689 icons on top of the 3.75 icons of guaranteed damage, for an average effectiveness of 11.44 icons. The problem is that the variability is so high and you will come out worse in any fight where it does not freeze.
The other problem is that as this is a guild war, you will likely be fighting against at least a few some who have massively better sets (probably up to about 100 million), and you really can't deal with sets of that level on your current budget. If the tourney does not restrict freezing in some way, you're just going to lose 4 out of every 5 of your fights on round 2, as you are not even close to the HP you need to survive the damage you'll take from a freezebombing (probably up to around 160 points). The unfortuneate truth is that battlers with 100% freezers get to play a different game than those without.
As to the rest of your set, the only practical advice I have is getting some cheap utility weapons to rotate in if and only if you will be fighting each opponent more than once. Since you have even defense a lot of the cheap defensive options can be very good if you know your opponent has certain weapons (which you will after the first match). Leaf Shield is worth using against someone with Essence of Esophagor or Goo Blaster and also cuts many snowballs significantly, Scarab Ring is worth using against Tyrannian Lupe Tooth, Royal Wedding Ring, Sword of Apocalypse and Garoo Elite Blaster, Thief Dagger is worth using against Golden Compass, Scuzzys Comb, and PFF. Mystical White Cloak totally shuts down the attack of Air Faerie Crown
Patched Magic Hat is worth using against Hobans Hat. Against opponents with much better offensive weapons, Downsize! can be worthwhile, as can Thick Smoke Bomb (if this tourney allows single use items).
One last thing; you're currently very weak against the defensive combo of Air Faerie Crown + Mask of Coltzan, which while somewhat above your budget, is fairly common. You should probably consider an Ice Club as an alternate backup constant in case you see it. Ice Club + Mystical White Cloak will win against MoC + AfC
most wannabe guild wars will not allow freezing..
real guilds, in real guild wars, or more sizable, and more mainstream guilds, or those participating in idb and ncw events allow league rules to prevail, and adapt to those league rules.
those guilds that eschew freezing have missed a very fun and very critical part of battling.
