It isn't shoyru day until midnight NST. The news comes out early.
Actually, it worked for me. Make sure you cancel any previous courses and start a new one. =)
I got around 4 levels for my Shoyru on Shoyru day, 1 level on Coltzan's Shrine and 2 Levels on Deadly Dice.
