A basic set for the Krawk would be almost identical to what you have now on your Bori: dual-Scarab Rings, Downsize!,
Blue Scorchstone (instead of Greater Healing Scroll), and
Snowglobe Staff. I can't think of other basic staples at the moment.
As for your Bori...
Black Frost Cannon,
Scuzzys Comb and/or
Ramtors Spellbook (the latter being the Two Player preference).
I nearly forgot to ask: would the sets be preferred for One Player, or Two Player?
Why are you making two battle sets for 2 pets? That isn't the norm and doesn't really make sense...but if you want to split things evenly, I guess it'd be 1.3 mil per pet. With that you could probably get:
Bori:
HP
BFC
stone club
scarab ring
downsize!
GHS
purple sticky hand
ice club/skeletal fire gun
Krawk:
Honey potion
stone club
GoC
snowglobe staff
scarab ring
downsize!
blue SS
purple sticky hand

no GHS is good, especially for a pet with 99 hp, It's just not that good for a pet with only 36 hp...if you are training your krawk, I'd suggest bringing its defense up so taht at least you have 1 balance pet.
As for GoC, it's golden compass, nine decent icons and some dark defense. It's good if you are going to train defense. If not, maybe you should look at 10 iconers instead.
Splitting your budget into 2 pets is not very smart, since you can barely afford 10 iconers without sacrificing something else. It'd be much better to have 1 good set and share it between the two pets. It might be annoying switching the set around but normally, battlers only carry 1 battlepet
