Quenya, in Tolkien's mind, was rather fluid... as were all the Elvish languages. Neo-Quenya is basically Quenya, with some minor/major grammatical decisions (that weren't decided by Tolkien) made by the "canon" NQ authority. Sindarin was apparently spoken more often than Quenya during the Third Age, though the latter was supposedly considered more beautiful by those that spoke it as well.

Since this is the "Languages" thread and not the "Tolkienology" thread, I'll stop now. Namarie, thread.
Earth languages
Can speak:
English
Mandarin
Singlish <--- Check this out Ohmy

If there's any other words i know from other languages, it must be quite vulgar

I speak English and my dialect, Cantonese, fluently. My second language of Mandarin I am absolutely horrible at, that I am more comfortable with my third language, Japanese, says it all... Oh and when the need arises, I can spout Singlish like the best of them!

As of now, I can only work with C++ and Java.

I am most fluent in english.. most of the time anyways.. Haha.
I know a bit of spanish.. I can conjugate basic verbs.. and say pretty basic sentences. Haha.
I've been trying to teach myself Japanese and Russian for awhile. The Russian is going a lot better than the Japanese. However trying to write these languages on paper.. haha.. good luck!
