Alrighty, I'm going to assume that you're asking for no freeze battles. Otherwise my advice would be get a Black or Rainbow
Frost Cannon and whatever else you could afford after that.

Okay, I can work with that. It doesn't really meet my definition of "good", and you will occasionally get n00binated by morons with 60 million sets on their 55 boosters, but you can have a viable set for that provided you're either willing to put up with the occasional n00binator, or you're willing use a little discretion in picking opponents

It's certainly a decent set for the budget. I'm not going to propose an alternate set, instead I'm just going to comment on each of your choices and offer some alternate possibilities to consider.

Thief Dagger which is a defensive dual duty that comes out even or better against

I really like both of these for the current prices. They both offer a total of over 10 icons combined attack and defense, and using multiple dual-duties lets you select the one which has defense that will get used.
The drawback is that they are redundant with the deservedly popular
Leaf Shield so you may want to consider how much you like defense vs. how much you like dual duties. Alternately, you can use them and the Scarab Ring to block the types a leaf shield would and not use a shield, as you have done here, or go with another cheap shield, such as
Earthen Scorchstone,
Mystical White Cloak,
Shiny Shoal Shell Shield,
Patched Magic Hat or the
Virtupets X-514 Super Shield. And while I'm mentioning low end shields, I keep hearing rumours that the IDB entry for
Sophies Magic Hat is missing 3 to 5 icons of earth defense - if those rumours are true, it will be a decent buy once it drops to under 100k.

If you have even stats, don't even think about dropping this until you are at 13 icon or better constants. In fact, one of the problems of your posted set is that someone using Dual Scarab Rings will give you difficulty.

Well for at little less than 1 million np you could get to 85/85/85, which would give you a 25% increase in damage dealt and defended per icon, and that's a lot better than you'd do by spending that much on upgrades.
But if you want upgrades, my suggestions are
1. Get a freezer. Even if it's just a
Rainbow Frost Cannon it still comes out marginally better than a 10 icon constant in most matches.
2.
Get a Honey Potion. At around 775k for a bomb that deals 14.6 average icons, this is well worth the cost. It really should be in just about every set from 1.5 million up to about 20 million
3. Upgrade your constants. In cost order, the 10 iconers are
Staff of Righteous Fury,
Scuzzys Comb,
Ramtors Spellbook,
Royal Wedding Ring and
Illusens Gems. In cost order, the 11 iconers are
Goo Blaster,
Fungus Ray,
Sword of Apocolypse,
Garoo Elite Blaster,
Bzzt Blaster and
Portable Kiln. If you get enough to afford many of those 11 iconers, you'd also want to look at these dual duties:
Dusty Magic Broom,
Air Faerie Crown and
Hobans Hat
