I am looking to update my set and it would be very nice if someone would give me some advice.

Budget: I have 189np on hand(lol) 9k invested in stocks(I can sell them), a full shop of stuff worth 78k if combined(it will take a while to sell though.), also I have 2 Mysterious Valantine's Day cards in trades which I will sell for V-day, and 1 Florbix Blaster in trades.
I am an RSer and can make about 50k a day, but I mainly go on Neopets on weekends.
I battle in 1player mostly, and I am trying to beat Commander Garoo.
Also, I have Lab Ray, and I train at the Pirate Academy often.

Do not train at the Pirate Academy often. Train there continuously. Each day. Train after you finish and train, train, train. Keep going until you get to the 85 boosts.
As for your set, you really need to make more money. Instead of only restocking, consider playing Adver-Video to get at least 500 NP more each day. Personally, I have never gotten 100 NP each advertisement a day, but you can make at least 500 NP. I have no idea how much those Mysterious Valentine's Day Cards and the Florbix Blaster costs, but the general idea is to get
Scuzzys Comb and
Honey Potion as soon as you can. That would take a long time, considering you only go on Neopets on weekends.
Right now, just concentrate on training like mad.

Ramtor's Spellbook a good alternative for
Scuzzys Comb?
Basically, if you do 1-player only, just use the
Scuzzys Comb because it is cheaper. However, if you do (1-player and) 2-player, use the
Ramtors Spellbook. To find out the reason, let us see what icons the two weapons do:

As you can see, both weapons have 5
but instead of 5

Ramtors Spellbook has 5
that is quite useful in 2-player. Let us now take a look at the common 2-player shields,
Leaf Shield and
Patched Magic Hat:

Now you should see why the
Ramtors Spellbook is better if you do (1-player and) 2-player. That is because the
Patched Magic Hat blocks at least 3 light and 3 physical if you are lucky. If you are unlucky, you are only able to deal 2
to your opponent. The icons from
Ramtors Spellbook goes through
Leaf Shield completely, and 7 icons can go through
Patched Magic Hat, making it more valuable compared to
Scuzzys Comb.
As to which one to buy first, I think
Honey Potion is more worthy at the moment.
The
Exploding Snowball is not a good one use item for you. It suffers from too much fractional, and has a chance of doing only 7 icons (averages 8+ icons). At 100 NPs, you can easily get 10
Sand Snowballs that deals with a constant 9 icons each.
You're gonna have a hard time selling that
Florbix Blaster but once you do sell it, look into getting yourself a
Golden Compass to really utilise your balanced stats.
But before that.. STOP labbing. Your health is way higher than your strength and defence and it will cost you more than you should to pay for your pet's training. First, train your pets defence to 35 to maximise to the next defence boost you can get. Then train strength and eventually defence to 55 (that would be your next boost).
