There is no cheap Fire Full Blocker, but Slippery Floor Potion is a very cheap one-use blocker that could be useful in a 1-Player battle strategy. 
If you are looking for something to block Fire, Clawed Shield is probably the best you will find reflecting 60-80% of Fire Icons. In addition, the ability Quench is a once per battle ability, and blocks all fire, using only 10%
If you are looking for something that blocks fire icons, but not a 100% Defence, Flaming Oven Gloves and Faerie Tabard both work very well.

As for a really cheap fire blocker, give it up for Flaming Oven Gloves. Muahaha. Penguin's pretty much answered it though .
