sincehe does not rs, i usually give him some of my items so he can get some np . i either send him my items one by one or set up a trade containing 8-10 items . of couse he does not pay me in any ways . i want ask that is it against neo rules or can i get frozen for doing so ?
Nope. It isn't against any rules to do so. It's just giving free items away.
I don't restock either. Can I get something?
Be careful however what you send. It may look like you're using multiple accounts to cheat if you send too much, or freebie items, and so on. Ideally, you should teach him hhow to RS now so he can make his own way and then stop sending him things.
At the very least, I'd send him some neomails that way you at least have some written justification for sending the items. It should look less suspicious than randomly-sent items would.

Well, if you wanted to, you could read through the entire Terms and Conditions at
http://www.neopets.com/terms.phtml. From there, you'll either have to use common sense, or other people's past experiences.
so you cannot find a clear and comprehensive official neo rules at anywhere ? i worry so much because i got so friends got frozen while they do not even know where they have done wrong !
That would be inpossible because when your account gets frozen you get an e-mail sent to you telling you the reason why. They should have goten it unless they didn't recieve the e-lail, didn't read it or they didn't tell you.
