I don't believe there is any difference. I do think that Fiery gaze and diamond dust are affected by level though.

Nope, levels to abilities were originally a good idea, but they never materialised. Probably were suggested by someone as an advertising ploy

I thought I'd noticed magic berry being effected, but that is also likely a trick of the RNG an faulty memmory.

Be very hard to prove from observation, for any given person.

If we wanted to though, I immagine that there's enough people on this site who might have magic berry at differnt levels.
Use it 500 times, as a minium sample, and record results at a given level, and compare %? If it isn't drasticaly differnt between the levels, that works as proof for me.

An upgrade to the restoration, fiery gaze, and diamond dust would be great. Make it a 50% heal instead of 33%, and make them like 50% freezers? Amazing results
