I'm not exactly sure, really. I think it's some bonus that you get with a neopets toolbar. I'm sure someone else can explain it better. Splitting this to neo-general.

If you download and install the neopets toolbar, there will be an alert button, and it will be flashing if Tarla is kind enough to give out freebies. This may occur several times in a day, however, you only able to get one prize per day. She gave away a "main prize" which is the same for everyone, kinda more expensive, but more limited, and lesser time. If you missed this time, there is a "random prize" for another limited time. Main/random prize is counted as one prize per day.

So how come people are able to access it without the toolbar? Isn't this against the rules?

Knowing TNT, probably, but there isn't alot they can really do about it. Some people post the direct link to get the prize from Tarla, and others go there and get freebies. I've already got enough toolbars I don't use (I never seem to get into the habit of using the IDB toolar, and tend to do everything manually, but at least the email alert is useful ^^; )

It seems getting freebies without the toolbar isn't against the rules, if you go at the wrong time the page suggests that you download the toolbar so you won't miss it, or something like that. Whatever the case, it implies that taking items without the toolbar has no risk of getting you frozen.
