The only way to be sure it doesn't go higher is by capping it at the HT like how they did with 100% freezers. They may be coming out with 50% healers, which is some what nice, but nothing beats a full healer.
But as the days go on, it's getting somewhat of a rare encounter, so as much as you are at a disadvantage of not having full healers, the percentage of your opponent having full healers are diminishing too (except perhaps kacheeks, but the "full" healing it has is debatable).
But we are digressing from topic. I am not an avatar collector myself, so I would go for G-Bomb first, avatar (and Skardsen) later. At the rate the weapons are coming I won't be surprised if there is gonna be an another alternative to Skardsen anytime soon. As for the avatar, you can always collect NPs again, cos I doubt it will ever retire
