I don't know if TOSO was a baddie or not, but it is safe to say that he wasn't a plain innocent. Therefore, I am led to believe that he probably was a baddie.
According to the Pixalation's death text, his death was directly from Kuge.
I don't know if he has some minions that do his dirty work, but I doubt about Kuge's voting.

I believe that since the Chancellor is not killing directly, coupled with his death-reflection thing, means that he has bodyguards. Which, of course, everybody else has already said, but it's better to come to a conclusion through logic. And logic-y-things.
'Course, I can't actually do anything about his bodyguards except through luck and leadership. Vote to come (omigosh, I'll post more than once in a day =O !!!)

I have the theory of that Kuge is the actual spokeman of his team, if he belongs to one, and this would sound too improvable, but he might commanded his allies to attack Pixal in the last night.
But still, no one knows his bodyguards, neither Kuge's team system.
