I ran some testing on it and moving first or second only counts on the First Round.
After the first round, Power Manipulation is not affected by the "Whoever-moves-first Rule".
However if you and your opponent use faerie abilities in the same round then that negates any Power manipulation and you will both automatically use full power.
Example...
Round #
You... Drain Life on Weak + Attack + Shield
Opponent... Burrow + Attack + Attack
Instead of using 10% you'll use a full 39%.

I just made a life drain against Punchbag Bob on weak and his stance was fierce... the result: i used 39% of my power.
Then some abilities drains like "strong" even if you choose "weak" about the 39% or 40%i don't know....

Power Manipulation cannot be used in 1Player because of the 'First-to-Move Rule'.
In 1P, the battle is fought within a single round and the statistics of the opponent and battler (hitpoints, power, weapon/ability usage, etc...) are just refreshed over and over. Each round is subsequently treated as the first round of battle. In 2P, you have a series of individual rounds and you can always review your battles round by round(you have to Work Offline or else the pages will be refreshed). However, for 1P Battles you can only see the final round.
The 1P Opponent always moves first no matter what, hence Power Manipulation is negated.
