Well, it's level - based to some extent... as a Lukless, I still have trouble hitting Alishar, whereas level 50 Mages can hit him just fine (Even when I have more MA).

Hit rate is based on level. Accuracy is not. Melee accuracy = .8*dex + .5*luk iirc. The hypothesis about int/2 assumed that the magic hit rate formula is the same as the melee, and that mages just use a hidden stat for accuracy, which it guessed was int/2. So that idea still took level into account for hit rate.
Why Nexon doens't release all the attack, defense and accuracy formulas, like Blizzard did with Diablo 2 >_>

I wish all game makers would do that.
Magicians really need to know their accuracy, although the accuracy for everyone can be shown by pressing "S" on the keyboard, and the bottom right arrow on the pop-up if needed.  Does not look right though...  I have 29 accuracy on my magician and can hit Alishar about 5% of the time, when the accuracy calculator says 0%.  Maybe the calculator needs some fixing.

Speaking of fixing, Mystic_Samurai, your toolbar needs some fixing. The Hidden-Street URLs are all different now because of the MapleSEA and MapleGLOBAL separation on Hidden-Street. So yeah, just update it and it should work fine.

The accuracy of magic attack is NOT the accuracy shown. It actually depends on your INT. However some magic attacks like Poison Mist have 100% accuracy (which can even hit jumping quest monsters)
