Matters what your situation is and what you need. Scarab ring blocks some icons so it's good to have that in any combination, and considering how cheap 8-9 icon things are now a days I'd just save up for those. Ice club, stone club etc. Even pikepike, so, if this is not a question related to you and just a general question I'd guess I'd say the second one since bone sceptre ad's some earth if I'm not mistaken to the scarab ring's attack.
