Um...powerknock back is +40 knockback rate. By the time you'll have mortal blow, you should atleast be lv70 (assuming that the first thing you raise) Hinkels raise 50% knockback rate so 50+40 = 90%

PKB doesn't work that way. It's a rough formula based upon levels that caps at a 60% chance of knockback at roughly 10 levels above the monster you're attempting to PKB... there's no involved stack.
