The only trouble with this system is the fact that there is no way you can red rep a person that deserves it without them just coming back and getting their revenge on you

Hmmm...I'm not sure. If people actually bother to read the reasons for the reps (and I think most people do), revenge repping would be painfully obvious. And if someone deserves to have a negative action or trait pointed out, should you hesitate just because they might bestow an (undeserved) unflattering rep upon you?

No, everyone is nice enough that if you are a member who isn't spamming all day, you'll be positive, or neutral if you are fairly new.

I really disaprove of the idea of having the neutral rep. People can use it to make comments about things that you don't really want to know about, but then you can't complain about it because they didn't actually red rep you.
I doubt anybody will really understand that though. lol

Actually, I kinda get what you're saying. It really does seem like a neutral rep is more of a negative than nothing at all, because...it implies that you aren't a good enough person to deserve a positive comment? Something along those lines.
