Kugetsu stopped his execution, Forte pushed for it. Surely one of them is mutinous.
I think Cat was the one that actually started the push for it, Forte just kind of followed along, even after the first execution.
Also, innocents do get powers that can stop executions, too, and quite often (there's usually one in most games).
