Well, getting these items from the Shops are very hard. For one thing, there's a lot of expert restockers out there, pouncing on the item when it came out. There's also autobuyers, and your connection must be good, and also you must type in the numbers super fast. Furthermore, the items restock in small number, so you could be waiting for a very long time.

They do freeze them, but they cant freeze them as soon as they appear. They come back, anyway, with different auto-buyers, so TNT can never stop them entirely.
To answer your previous question, waiting for an RS takes a long time for someone who isnt very practiced, and they might miss one when they do appear. Buying from the wizard guarantees they get it the second they want it.
