i have a theory to prevent being banned if u refresh too much ,but just a theory not confirmed .
first ,when u want to refresh to cheack whether rs has started ., dont click the shop keeper . instead , remember the price of a certain item , say 1536 , then click the item but not to buy , the screen will show price of things u want to buy . compare if there is any difference bewteen the price u remembered and the actual price . if there is a difference , if show the rs has already started !!
precautions: 1)click the items frenquenly , because u need time to go back the main screen after u know rs started . By doing so , u know rs time in the quickest place and not lose to other restockers too much(buy surely u lose to them in some degree)
2)try more expensive items because cheaper items sometimes remain the same price after rs .

that is the dumbest theorie I have ever heard just restock extensively for a minute say every 2 seconds and then do nothing for 1 minute and reapeat this process it works for me and I make more than 100k-500k per day and I havent been restock banned since the new system came not even one

It's actually quite a sound theory. Assuming it only logs the amount of times you refresh the shop window, not the item window, when calculating whether or not you should be RS banned, that WOULD save you from being banned. It would of course need testing. Also, you might miss those items that only stay for a few seconds, because once you've realised that the price is different and got back to the shop the arest items will likely be gone.
Possibly a good idea for intermediate RSers who can't get the rarest itmes anyway but are still getting RS banned. You should certainly do some experiments to see if that does mean you can't be banned.

It's not a dumb theory, but it can be terribly slow. It sounds like a true theory, but will not be effective in use because items can sell quite quickly.
Edit: This may be even more effective in shops where there are only a couple of profitable items. One tab/window per item.

but why havent I been restockbanned not even once? just do what I do refresh the page alot for only a minute and then go on a different site for like 2-3 minutes I go to ebaumsworld since it has movies and funny pics. and while a movie is downloading I restock again

Restock bans are random. The less you refresh, the less chance there is of you being banned, thats all. In theory, it COULD happen the first time you refresh a shop ever. If you only refresh once every few minutes, there's a high chance you're missing out on a lot of decent RSes.

Of course, none of this matters if you're playing games, or watching videos, but this is crucial if you are doing something more important.

The last restock ban I saw was when I was learning how to restock, and wasn't aware of the times.
As for the theory, does Neo log the price you clicked to purchase at, or will that change when a restock occurs? If it's dynamic, refreshing at the haggle page is an option, and will not trigger the ban function.
I'm sad to see there's no change after being gone for a week and a half. Unfortunately I also lost the chance at using that time to get used to using a laptop to restock. The interesting thing I've noticed, though, is that virtually all Items are being purchased, now, whereas before restockers would only bother with the higher-profit Items.
