Two Fortes wouldn't be THAT bad. One of them will quickly kill the other because only one can be ultimate ruler, leaving only one Forte. Then while the remaining one is weakened we send in Zero to finish him off and BAM! No Fortes!

Forte could cheat by using them both in WW.
