Wtih deadly dice, you have about equal chance of lowering level as you do raising (it depends who rolls the higher number). However, you can only play it once a day, and it can raise level higher (I tried it and that happened to me) I'm not certain on the chance of lab ray decreasing level but I believe it's much lower than the chance to RAISE it (not to mention that it'd be expensive if you dont already have it).
Fake Von Roo fangs are a fragile BD weapon that can drain levels. The technique used is to have someone steal them from you using sticky hand (so that they dont break permanently), and then they use them on you until your level is decreased enough. However it can be a pain to find a lender (you will need a LOT of collateral), and to buy them costs around 30million.

The lab actually decreases level a lot more often than raising it. Von Roo seems to raise level often for some people (like me) and lower it a lot for others.

Yes it lowers levels but it raises other stats and that makes necessary to raise levels.

Exactly. I'm guessing your situation is that you have a high level but low stats. The lab ray will work well then, because you need more stats, but you need your level lowered. However, while you lab, you need to constantly train defense (unless you don't want defense). Also be sure you don't lab any more once your HP (which will be raised fastest) goes above double your level.

There's actually a way to lower you level every single time with Count von Roo... but it requires good timing and a fast connection.
Count von Roo works this way and using the neoclock every odd numbered second raises one's level and every even numbered one lowers level. I've done this before and saved myself like 150k in training costs =)
