Generally from my own experience and what I've heard, he takes many moons to show up. Just keep refreshing and be patient.
People often post on the neoboards about getting him (it is quite an achievement), and they often say it took around three months refreshing to get him.
However in a recent editorial TNT did say they would see if they can make him more common, so whether or not they have done this remains to be seen.
I guess I was very lucky.
On my first day on neopets I got him as a challenger.
Didn't know anything about Battledome and DoN back then, so I had no idea of how lucky I was. ^_^

When people say three months, they fail to mention how many times they refresh or how long they refresh. How long are these people refreshing for?

I think TNT changed the rarity...it should be dead easy to get it now

no way. i've been refereshing for like two weeks at the page when ever i get online for some time. still no challenger
