A lot of the Robes seem to require a INT(Example: Crisp Blue Tunic And the one freezer thing who's name I can't Remember), You probaly haven't Reached it.
i have a Golden Qasalan Chestpiece and although i dont really know how to test i would be willing to battle for the purposes of testing just neomail me ... same name as here.

Crisp Blue Tunic is the drain one,
Heavy Blue Tunic is the freeze one.
Heave Robe of Thievery also requires intelligence and movement stats.
