Does better fishing skill make you able to:
Get fish more often
Get more expensive fish(17 pond trout, pike pike, genie in a bottle etc.)
Get less junk

I really would like to know, and if so, what fish skill would i have to have to get certain things?

As to the plateaus to get certain items, there's a pet page with all that. Forget what it is, though...check the yeehaw forum.
At level 80 I think is when people are able to get 17 pound trout, pike pike, and the other weapons.
17 Pound Trout @ Level 50+
Pike Pike, Shiny Shoal Shell Shield, and Fish Scale Breastplate @ Level 60+
Irritable Genie-in-a-Bottle @ Level 70+
Pant Devil Attractor (which isn't actually a weapon) @ Level 100+

If you are aiming for a specific item, the best chance of getting it is at the level in which it first appears. Any higher and the chances will be diminished because there will be other items added to the chances.
Higher levels do not make junk items less common and rare items more. It just allows you to get certain items.
Each item has a specific chance of being received which never changes.

underwater fishing is amazing after 50 skill!
60 is the level you need to find weapons.
Im level 80, but not a pikepike or 17PT in sight.
level 95 and havent seen them either. though i did get the avatar

My pets are level 111, 108, 106, and 105. I haven't fished up any BD items either, although I've gotten all the fish up to my level so far (including the titanic giant squid for the avatar).
How many times can you fish in one day?
I can fish twice a day... but sometimes just once and a couple of times i fished three times. i haven't see the BD items nor the fish to get the avatar.
And, i say, with a higher skill less too common junk... you just get other junk...
