I think I've heard about this before in the past. Anyone's Underwater Fishing food turning into toys lately?

Well, to be fair, a mechafish seems like it should be a toy, when you think about it.

Mayhaps it was a mistake in the first place, having them as food?

Were they ever a food? They've been a toy as long as I've been catching them (my best fisher is level 107). Not all the fish are food -- the rockfish is "special," for example. And of course we can fish up all kinds of other stuff, from gardening items to BD items to petpet supplies to books to "special" items like the pearl, bath plug and enormous fake diamond. I don't think it's a glitch at all.

All mechafish have always been toys as Cranberry said.
