Just... wow! It takes a vein from the likes of Elfin Lied, in terms of disturbing thoughts, images and gore... not naked girls with invisible killer arms. There's much to do with the idea that politics are corrupt at all levels, along with the rather eccentric things the rich and powerful like to do with their spare time.
The story revolves around Saiga, a photographer whose only pleasure comes from taking photos of death, destruction and bodies being blown up. He'll go to any lengths to take pictures, or to protect his camera gear.
A brief summary of the first episode: Saiga goes to investigate some high political figure, thinking he might be connected to a "secret club" for the rich. He follows the guy, sneaks into the club, and sees some rather disturbing things. Most of the people there are involved with some crazy S&M stuff, some torture, among other things. He continues to sneak around and stumbles upon a ritual being performed. A young girl floats down from the ceiling high above, and naturally, he decides to snap a photo of her. Everyone turns to look and they all know he's an outsider, as photos are strictly forbidden. The girl lands, walks up to Saiga, and kisses him, tongue and all (it will make sense when you get the backstory, I swear

). The guards show up, and carve up his shoulders with their swords. He collapses, and grabs for his camera. Just as the guards go to cut off his head, he pulls up the lens, takes a picture and KA-BOOM! The guards get blown apart. The girls kiss made his fantasy come true, the ability to blow up whatever he snaps a picture at. He snatches the girl and the chase is on!
So that sums up the first episode. SO much stuff happens in this series it isn't funny. It's a low budget anime, so the graphics are rough and choppy, but that's a huge part of its charm. All of the characters are likeable, especially the "bad guys" once you learn about them. And it has such a superb ending! *joy* I give it a 10/10 with no trouble
