You set up your own Government, and then every weekday you get a new issue you have to make a decision on, and it effects the course of your nation. I can't say how fun it is, considering I just started, but it looks like it might be interesting.

You don't have to do anything with the UN, or such. Just make choices once a day or so, and that's it. I had to decide if I wanted voting to be compulsory today. :P I gave my people the freedom to choose. Now I just need to design a flag...
